Europe experienced widespread relief on Monday, as the crisis triggered by the presentation of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: positive announcements are issued from various governments. Considerable effort is expended on managing particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a capacity enabled by current data. From witness perspectives, defense planes that had been dispatched to intercept incoming aerial threats flew past – advanced fighter aircraft supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense thundered: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, probably provided by partner states. Every firing shakes the surroundings, shaking the windows. The instant of fear quickly becomes grim resignation: perhaps the approaching threat won't strike its target this time, sparing the city from ruin and another blackout.
Persistent Threats
Following this, a automatic firearm opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its destination.
Periodically, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, damage and utility failures in numerous residences as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on external assistance – a need that regional partners are evidently unprepared to replace in the near term.
Ineffective Peace Efforts
The 28-point plan from American leadership generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new initiative from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This pattern will, undoubtedly, endure.
Strategic Calculations
It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a assumption familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is impossible to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's south or east.
The issue is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not change more in its favour in the near future.
Divergent Views
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a entire defensive failure until situations evolve in its favour.
Present Conditions
Objectively, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: political desires to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not switch to domestic problems. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a mere seven days to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.
While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
